Ministerul Dezvoltării Regionale și Administrației Publice: a data access report

The main format pattern

The largest normalized label is XLSX. It appears on 3,579 resource records.

This represents 54.8% of the listed format declarations.

The two largest labels account for 99.8% of that total.

The export contains 6,535 format declarations across 10 normalized labels.

These are catalogue declarations. This report does not verify every file or service response.

Compare the resource structure

This entry has 4.57 listed format declarations per dataset.

The median among 65 listed publishers in Romania is 1.53.

The entry records 27.4% of the datasets in the saved national portal export.

Multiple resources can indicate file versions, geographic parts, or alternative formats. A larger ratio does not prove better data.

The export retains up to 20 format labels per publisher. It excludes empty labels and some small publishers.

Check the two source counters

The dataset metadata declares 6,535 resources. The format table contains 6,535 declarations.

The two saved totals agree. This agreement does not verify the current files.

The percentages in this report use the listed format declarations as their denominator.

The export does not establish a verified count of unique, accessible files.

Interpret the metadata dates

The stored sample contains 100 dataset titles. 100 have a recorded modification date.

Those dates range from 2026-01-09 to 2026-06-11.

A catalogue edit can change the modification date without a change to the observations.

The sample can omit older records. It does not establish a publication rate or a complete historical series.

Compare the observation period on the source page before you describe a trend.

Checks for XLSX

1. Identify the sheet that contains the observations.
2. Separate the header rows and notes from the data rows.
3. Preserve identifier columns as text.
4. Check formulas and stored values before export.
5. Record the sheet name with the source date.

Plan access to the data

An XLSX workbook can contain several sheets. A visible table can include formulas, notes, and merged cells.

1. Open the government source portal.
2. Find the required dataset with its exact catalogue title.
3. Confirm the observation period and geographic coverage.
4. Read the licence for that dataset.
5. Choose a file format that preserves the required fields.
6. Record the source URL and access date.

What the evidence supports

The format table identifies the main access methods in the saved catalogue.

The declaration ratio describes the structure of the saved catalogue records.

Neither measure establishes the accuracy, completeness, or current availability of the underlying observations.

Use a second dated catalogue export before any claim that publication volume increased or decreased.
